  • Over the last decade, Artificial Intelligence (AI) has made great advances and influenced almost all fields of work. Today AI systems are deployed by the majority of online platforms as well as by different types of industries, ranging from manufacturing to health, finance, wholesale, and retail.

  • Governments all over the globe have also started using AI solutions, from more basic forms to increase their productivity to chatbots or more sophisticated systems (based on automated decision making, facial recognition, etc.) in critical services such as the criminal justice system, customs, or immigration control.
    While, at times, AI adoption has been met with reluctance, more recent developments have shown the great potential of AI solutions. Thus, from a market perspective, in this decade, only AI is expected to grow twentyfold. Starting from its value of nearly 100 billion U.S. dollars in 2021, AI is expected to reach nearly two trillion U.S. dollars by 2030.


  • Understanding that AI is not just a hype of the moment but potentially a revolutionary technology, many governments, and international organisations have started developing AI regulatory frameworks. In this context, one of the most important legal instruments is currently developed within the European Union – the AI Act. The Act is planned to be adopted by the end of 2023 with the potential to be applied from 2024 or 2025. As the first legal instrument adopted worldwide, it has the potential to become a standard setter for all those who want to develop, trade, or use AI systems worldwide. Nevertheless, the EU is not the only international organisation working to regulate AI; thus, multiple processes are happening in parallel, potentially generating further uncertainty for companies interested in investing in AI technologies.

Veronica Ștefan


With 17 years of experience in the field of public policy, technology, and education, Veronica is a seasoned professional who has worked in both national and international contexts. Her portfolio includes contributions as a researcher, trainer, and speaker on topics related to the impact of AI and new technologies, AI & digital governance, or competence development of professionals working with new technologies. Veronica has worked as a consultant for all major inter-governmental institutions - EU institutions, Council of Europe, UN agencies. Since 2019 she has been part of the Council of Europe’s expert groups on AI, working to build competences of professionals and explaining the impact of AI. More recently, she has joined the team of the Estonian Youth and Education Board (the Estonian National Agency in the field of education), where she leads a number of international partnerships in the field of digital transformation and capacity development. As a trainer, she has delivered and facilitated learning experiences all over Europe.

Marius Jitea – Executive Director of UNICORNSTRAINING, Learning Fabrik


Marius is also a senior civil servant, currently serving as a senior public manager within the General Secretariat of the Romanian Government. With a master degree in International Relations from the Maxwell School of Citizenship and Public Affairs of Syracuse University, he built the professional path serving both national government and intergovernmental organisations. He has extensive experience in working with public policies documents, his latest interests being on regulating AI policies and media and information regulations.


While serving in the Council of Europe from 2014 to 2019, he had directly contributed to youth policy development Council of Europe assisted Ukraine, Republic of Moldova and Romania in making. Since 2022 represents the Romanian authorities in the Committee for Artificial Intelligence where, among representatives of the other 45 Council of Europe member states, contributes to the mandate of CAI to produce, by the end of 2023 a Council of Europe Convention on Artificial Intelligence. He is a senior trainer of the Council of Europe Pool of Trainers since 1999, with extensive experience across the European continent and with a particular focus on countries from the Balkans. The experience of working for the Council of Europe intersectoral committee, while serving as a staff, exposed him to the Council of Europe methods of implementation and management of a team of experts across the Council of Europe members’ states, the professional focus being in drafting, implementing and evaluating policies.
